Sure, it works for James Bond because he's a vaguely defined literary character who has a weird ass cinematic history, but not for every character. It wouldnt make any sense for Tarkin to look like a completely different guy immediately prior to ANH. Characters appearances believe it or not can and often are important to how they're presented. Plus, Peter Cushing had a unique look to him.

Surely you can't know more about how I feel towards things than I do.
