That depends entirely on the director/writers, and whether or not they choose to create well thought out characters. Anyone can take the easy way out, make a character that's only interesting on the surface, and then have them be cliched, two dimensional trash.

IMO T2 missed the point of the original. It's not a bad movie, I just don't understand why people put it on a pedestal over the original.

One of the big things of T1 was that it was very much a stable time loop. Terminator and Kyle Reese get sent back to kill/protect Sarah Connor -> John Connor is conceived and Sarah learns about the future -> John Connor uses Sarah's future knowledge to become the leader of the resistance -> Resistance is about to beat Skynet -> Terminator and Kyle Reese sent back. By attempting to prevent the resistance from ever forming, Skynet created it in the first place. Everything fits together nice and neatly.
Then T2 comes around and retcons a bunch of stuff, now Skynet sent two Terminators back before being defeated and the resistance also had a reprogrammed Terminator that they sent back, and time doesn't loop anymore and you can change the future. T2's still a great movie, but from a plot perspective it does feel a bit unnecessary and forced.
They just won't let it die, just like a real T-1000.
I personally stopped giving a shit a long time ago so I will still watch it probably.

and also they fucked up by having every post-T2 protagonist be yet another Terminator instead of a badass, memorable human like Kyle Reese

Never saw it but I thought it was hilarious how they thought spoiling a huge plot twist in a trailer was a good idea.
Didn't she died of cancer or something? I mean the character, not the actress. I remember it was mentioned in T3

they had clearly stated in the movie that she'll be back.

If not in the movies, it was definitely in the TV show. Someone from the future told her she dies of cancer and so it became this big deal any time they had to go on a mission to a nuclear power plant or a toxic waste dump and she'd be like "this is probably how it happens, huh?" And they'd make a big dramatic moment out of it. But then after the mission she'd go to the doctor and have them check for cancer and there'd be no sign of any cancer and she'd say "what a relief, I can now go on another mission to a place the writers have come up with that could possibly give a person cancer but it won't give me cancer because they show needs to keep going on" and then she'd look right into the camera and wink. Something like that, I haven't seen it since it was aired so I may be fuzzy on the details.
