Dirty kitchens, infestations, and spoiled food are all things that I'd expect run-down nobody-eats-here restaurants to possibly have just as a concept. Kids shitting on the floor is a whole other level.

At least where I was, they weren't all that strict but stuff like food not being cooked to proper temperature, a fan not working in a freezer, etc. was a big deal [and rightfully so!] I'm not actually sure exactly where "Nude Baby running around" falls under [we had a checklist] but I'm almost 100% sure they'd get hit with some sort of violation. [General Hygiene?] Completely unacceptable. It wouldn't get shut down on the spot but we'd warn them and come back randomly later. If it continues, then action can be taken. [Not sure what, but revoking permits, etc. would be possible.] Edit: and that's mainly for the food issues, I don't remember if there was "Zero Tolerance" criteria where if X happens you get shut down immediately but I'm sure stuff outside of the health dept jurisdiction can happen like the police getting involved, etc.

If an incident unfolds at a gay club, it'll probably be referred to as a "gay club" in the media, not just a "club". If an incident unfolds at an Italian restaurant then it'll probably be referred to as such in any articles on it (hell, they might even chuck in a Michelin rating if it has one). It'd be a fairly uninformative (not to mention boring) world to live in if news articles read, "unhygienic occurrence transpired at location today."
