Even if they are doing it just for PR, the result will still be positive. The more people talk about it (not only the gamers), the more chances that there will be changes.

Politicians doing things their constituents want in order to continue representing them is kinda how it's supposed to work, though. I mean yeah it'd be ideal if the politicians really cared about what they were doing but it's no different in terms of practical result

Letting children gamble has a lot harsher consequences for the business that does it vs something like ESRB that's mostly there to let parents make a more informed call. Obviously laws like this don't make it any easier to prove companies wrongdoing, but it lets you punish them if you can.

Probably would end up being "Are you over 21? Yes or No" and if you pick no it just quits out the game. Like a TOS agree or deny thing
or they can pull a second life and claim that their game isnt a game but a social service program/virtual world
