the pacing is really bad too. It's not a good adaptation in general, but I liked watching it only because I loved the games and it was interesting to see the stories animated.

I don't think there's any proof they were intentionally reducing bitrate to save money. The new encodes they were switching to with a new system were incorrect and no one noticed until there was an uproar about it. Incompetent yeah, but I don't think it was malicious.
