That might have something to do with the country being oversaturated with them to begin with. Can't introduce any restriction without disadvantaging law-abiding citizens because criminals are able to acquire them illegally and easily thanks to this overabundance anyway. You're basically stuck in this position. Thank fuck this isn't an issue in Europe, your average delinquents there carry jack shit.
