The thing is that some school staff may not care about bullying as long as it isn't a public or class disruption, but those that do care can't do shit anyway. If a kid starts a fight, all you can do is try to break it up and slap the offenders with detentions or suspensions - said kids that would start a fight would see this as a break or vacation and not give a damn. The school systems can't actively punish children for bullying or bad behavior without parents crying foul, and said parents are in the majority of either not doing anything or doing disproportionately low punishments. It's probably why they want to focus on cyber-bullying, because it's the more 'notable' bullying lately and because it's actually blockable/preventable, but it still doesn't do much if there's no real 'repercussions' for said internet bullies - and since it's the internet, how the hell would one even punish them in the first place? [This isn't counting just random internet trolls, since you can't really do anything about them except ignore them.]

To be fair most victims aren't nearly as informed of the truth about "cyberbullying", or the internet in general for that matter, as one of us. This leads into victims becoming genuinely hurt over nothing and making it a much bigger issue than it really is, possibly inflicting harm to either themselves or others. Can't really blame them for not knowing any better. If the whole "anti-cyberbullying" thing was run by informed people instead of a bunch of computer illiterate parents and a few kids that work at Geek Squad...well, there wouldn't be an anti-cyberbullying thing.
