Deactivating the ROPs and such is a requirement to avoid utilizing the bad portions of memory. What they would normally do is deactivate the entire block of memory or discard the entire thing and make a new one. This allows more performance for a cheaper price. (Both on the production and consumer side for the price as well. That's why the 970 is so low in price.)
