Last I check money gained for a project means three things. 1. The dev/publisher make back the money spend on making the game, and earing extra (this is called profit), which is deducted into two piles. One going to the folks that work at the dev studio, and the other to the folks that work at the publishing company, the rest goes into the next project they want to do. 2. It means the folks who work in the industry get paid for their hard work in entertaining us, and that means more games to be made! Jobs kept! and no one going hungry! 3. It means money to fund the next project.

The earliest version of the game shown was the 360 version and that had a ton of cut features. Simply for profit? Most of that stuff never came back as DLC, there's a like a car and a mission. How do you know content was cut to streamline it? What if it was just a buggy mess and not worth fixing so they could get the game out after 3 years? Half-Life 2 had all finished content? Behind the scenes it was incredibly buggy and crashed if you went anywhere they didn't go in the demo.
