That's because it's intended to work during combat.
My personal issues with Skyrim lie in its blandness.
Blandness in the sense that the dungeons you go to are more repetitive than an Korean MMORPG's dungeons. Draugr here draugr there, silly puzzle here, silly puzzle there.
Blandless in the sense that your actions in quests have absolutely no impact on the world. You become the best person in the companions guild, the dark brotherhood, and pretty much lead every organization in the game and ABSOLUTELY NO ONE acknowledges that. You have all the titles in the world but guess what? Not one NPC cares about that shit. You aid the empire or the stormcloaks and finish the questline and guess what? Nobody in the game gives a shit. Your character is shoehorned into shittons of roles but ironically feels like he's not part of the world at all.
The characters are forgettable, the combat is bland(although it kinda is in all of TES games), the terrain is empty and boring, heck even the MAJOR CITIES are empty as fuck, the dungeons are all the same, quests have no impact.
The visuals are nice and the npc routines are nice at first glance but when they're done with their respective one-liners and you realize that's all there is to their character, the wow factor is pretty much gone.
The only fun I've had with it is with mods pretty much. Just my opinion.
