Correct me if I'm wrong but people who don't buy the DLC can still play the heist, just not host it.

That is true. You can play with others but not host it yourself. Its what they've done with all paid heists in both Payday games.

It's already a pain in the ass to find the heist you want. Imagine how hard it will be to find an open DLC lobby.
