obviously the best way to fix this is to do the saint's row thing and make it so that clothing isn't gender specific, with choosing male or female only there to give you general body and face shape

Should it be expected that a company go back and seriously alter their game well into development to acccomodate a very small minority? No, but there's nothing wrong with encouraging inclusivity, and I think Maxis would've done well to consider adding some kind of system (like the Saint's Row system somebody mentioned earlier) earlier in development, given the nature of this particular game.

I'm more angry about the lack of thought put into that decision because Nintendo should know better by now.
