TBH sounds way better than what any offline mode would offer
I can understand those who would want a refund due to no offline mode simply because they always play on the go or just live somewhere with shit tier internet. But I've got a lot of feeling the majority of those wanting refunds don't fit either category.

If you want to play a game affected by other players, play multiplayer. Singleplayer should not be influenced by other players in any way.
There are several reasons people are unhappy about this and want refunds. No mods, some people have poor connections, wanting to be able to play it whereever and whenever they want, the game having a limited life because of the servers eventually being shut down, no real good reasons for the removal of offline mode, the developers not telling anyone until a month before launch, the developers promising the gamemode and then not providing it, the poor communication and Frontier handling it badly etc. Even if you don't play the game on the go or have a good connection there are plenty of reasons to be unhappy about this and want a refund.
And people ARE getting refunds so... yeah.
In my opinion there's still plenty of good reasons to get the game but it's up to the individual wether to decide if this is a no-go for them or not. I may have worded it weirdly or been too harsh but I'm not judging those people, I'm merely sharing my view.
