[sp]I'm pretty sure "50 Blessings" never had a meeting. The pamphlets on Jacket's counter indicate that the entire thing is a mail-in ordeal, and that the assassins all operate independently. This makes sense realistically, as it prevents one assassin from ratting out the others. Richter (ironically the rat) was just as clueless as Jacket and could not provide any useful information to the police during their investigations. Also, Helmet and Jacket, both "50 Blessings" operatives, don't seem to be acquainted.
Jacket was probably followed by Richter, leading Jacket to have a paranoid mental breakdown. It is also possible that, assuming the first half of the game is Jacket's memory, Richter is simply the last person he saw and is heavily ingrained in his thoughts during the coma.[/sp]
