Frankly, it isn't uncommon to leave the PC on power save mode, just so you don't have to boot, or if you need to access remote from work.
The only thing that article has done for me is to help me realize how ignorant a lot of gamers can be and that they have no idea how most computer programs in general work. There are a few things on that list i readily admit need to stop, and there are things on there that can be easily stopped but it's not up to the consumers to change that. Like Directx

Binaries shouldn't be stored in the same folder as the data they modify. Writing to the installation folder (of any program) should require elevated rights compared to executing.

If rebooting once every 18 days irritates you, or you're running a server on an OS not designed for server usage, or can't download something or calculate something in 18 days, you're doing it wrong. Though isn't a problem on my Asus T100. One of Windows' inconsistencies, I suppose.
