I haven't read the latest rule book but you used to be able to play the game with a minimum of 2 troop choices and 1 HQ choice, which is about £60. Dark Vengeance comes with everything you need to play and that is only about £60. Standard games are 1000-2000 points though, so you'd need to spend more if you want bigger games. The prices are a bit higher than they should be as GW loves to increase prices each year, but it's not even that much more expensive than just 1/35 scale models (which is a similar scale to W40K vehicles), a 1/35 scale tank would cost about £15-30 depending on what it is.
Paint can be removed as well, even on the plastic models. Many of the things i painted about 10 years ago look pretty bad, but it was easy to get the paint off without damaging anything. You don't have to put a huge amount of time or effort in to get them looking alright, all that matters if you have a reasonably nice looking army that you put a bit of effort in, instead of just leaving it all unpainted. GW is pretty much hugely pushing for huge games 1-2k as a standard. Sure you can field a functional army with one or two troops, the bigger issue is finding people to play with at that scale.
I'm holding out hope that maybe one day we'll get to see Git'z Row.

If it stays true to most Space Hulk games then yeah it probably will be
The newest Space Hulk was entirely turn based but the old one that came out for the 3DO and DOS let you play it turned based or real time, like directing/switching between individual squad members by hand, or you could direct them by using the tactical view.
