It doesn't matter, Any online services where they allow people to upload things PUBLICLY are always going to end up that way. After all, banning profanity in a video posted on the Xbox One isn't gonna stop kids from hearing "YOU FUCKING PIECE OF SHIT GO KILL YOURSELF YOU DESERVE TO DIE" in a game that they play online, so their reasoning is absolutely ridiculous.
i'd be okay with it if it's making attempts to censor out racist/homophobic/antisemitic epithets and shit like that

making and uploading a video with excessive profanity is against their ToS. you get banned for breaking the TOS, who woulda thunk it? this isn't even a new thing microsoft came up with, either. you can get banned on PSN for using excessive profanity. you can get banned off of nintendo's network for using excessive profanity. But it's not always just "encouraging people to be better". People react different ways to being punished. Not everyone is gonna say "Huh, maybe I shouldn't do that anymore". Most likely than not, they're going to keep doing it over and over even if it means making a new account (even if this means time and money), because they just want to prove their point. People are just assholes that way.
