I honestly thought this game was taken off of steam because the PC version had performance issues or something to that effect.

Not even Batman Arkham Knight was taken off of Steam despite its horrible performance.

I thought they took it down for a time until they released a certain patch then put it back up?

arkham knight was taken off steam, and rightly so, then put back on despite only being fixed so much. assassin's creed unity was almost taken off steam, but instead season pass purchasers got a free game on uplay, and the price was cut down in general, while all dlc was basically canceled for it so they could work on bug-fixing and the next game instead.
watch dogs never ran bad for me, but they downgraded the graphics horribly from the e3 presentation, and the fact that it took a simple bit of coding to return those settings was just a kick in the balls. the game is still alright though, thought the mp was done very well (like dark souls a bit where you're playing singleplayer but can be invaded by another player and have a teammate, but there was also traditional mp type stuff).
This is a good price for it and it's probably the most anyone should pay for it. Yes it has a lot of content but there really isn't anything new in this game. The best part of this game are the minigames which are actually really fun, especially the one where you play as a spider robot tank and annihilate chicago while the police try to destroy you
It was a decent game. It's not the sort of game I enjoy dicking around much in freeroam, but the story was good enough to keep me entertained.
Also I personally really liked the multiplayer. I didn't play all of the modes, but stalking other players without them knowing was actually sort of new and refreshing. I enjoyed it quite a bit.
