New OSs have more features and therefore use more resources.
Windows 95 uses less RAM than XP, doesn't mean it's better.
Edit: And I don't see why this is an issue since XP users can update to IE8 or Firefox 4/Chrome whatever, etc.

Windows 7 requires pretty much just as much as XP does.
There is absolutely no forced restriction to have AERO on either, you can turn off all the fancy effects, it's not hard to do so either.
Even if you buy the cheapest of the cheapest PC setup possible to get you would be able to run Windows 7 without a problem.
Any PC that can handle XP will be able to handle W7 without problems.
