Exactly, it's money i could use for a bunch of new games or basically replace all my peripherals since they're falling apart and i can't right now.

It's more justifiable to spend more money on a device the more functions it has, and the more you'll be using it daily. Even if you could get away with doing basic office work on a machine from 2000, it's more convenient to just get good enough components to use it for games.
If its going to be another awful PC port even when they spend 6 months on a delayed PC version, I don't think I'll be getting it.
It's more easy for developpers to make games for console and then port them to PC. I know it's sad (i don't have any console) but's it's how multi-platforms games works now. So let's just hope it will not takes too long between the console and the PC release.

If they do release it on PC I doubt it. Max Payne 3 was a superb port.
All GTA games up to this point have been decent ports, I think.

But remember, as detailed as Max Payne 3 was, there's much less on-screen than in a GTA game. The closed off levels of Max Payne are probably much easier to render than a seamless open world.

The entire world is not 100% fully rendered. That'd be impossible.

I'm in the middle of it now, and while I'm sure the system requirements probably were pretty steep at launch I can't find anything particularly offensive that stems from it being a port. I mean, the mouse controls handle fine, the framerate isn't capped, it has a wide range of graphical settings, it doesn't have a too retarded default control scheme, vehicle steering works nicely even without analog sticks and I haven't (yet) caught the UI bearing traces of controller buttons.

The port itself is and was always fine, it's more about awful optimization.

He's not even implying that. A closed corridor shooter is easier to optimize, render and process. There's a lot more tricks to use in such games compared to open world ones, draw distances are also much lower. GTA and MP are very different so it's hard to tell how well the optimizations will translate.

Well obviously. The point I'm making is that depending on the draw distance (as well as LOD), you could have to render chunks of map much larger than in MP3. Perhaps the wording of my initial post made may have sounded like I meant the whole world is rendered.

Well no, I was saying that the rendering of MP's levels shouldn't be much different than rendering an open world since the only part of the world, in any video game, that's rendered is usually the area in which the character is currently standing in and everything else loads and renders as you move along.
Both GTA IV and Max Payne 3 use the same engine, MP using an updated version obviously. If they were able to make RAGE and Euphoria work well on PC they'll probably be able to make GTA V work on PC just as well.

The only things that bothered me about the mouse controls were the lack of raw input, and the mouse acceleration when using a sniper rifle.

The work done with the port was generally very good; the UI and controls were far better suited to the PC than the other GTA games and even GFWL was bearable. It was terribly optimized though; it floors even modern PCs and it's 4 years old.

There's more going on in terms of objects, AI routines, LODs and general activity in a GTA level than in an MP3 level. That said, MP3 ran really, really well (better than most other games that look that good) so I'd expect an improvement.
