That has literally nothing to do with it.
The reason they can't give out mod tools to everyone is because of a lot of licensing issues. Not only that, but it's a fucking pain to work with.

they didn't flake out, they did something much worse: said from the get-go that they had no plans to support mods because apparently gamers are too stupid to make them, or so they claim.

This guy has a point. The tools aren't a single, cohesive thing but a giant clusterfuck collective of modeling, mapping, coding, and so forth. I think the only part of the engine they've fully got to their name is the Frostbite.
We've got no proof that DICE made all the DLC at once and then choked it out into 4 separate packs for more profit, or that it was all ready by the release of the game. Karkand or whatever, yeah, that was ready through, but then that was meant to be a pre-order bonus kind of thing to begin with.
And only 'Back to Karkand' was announced, again, as a pre-order bonus that became independent DLC later. It's not like "LOLDAY1DLC". Hell, I don't like Battlefield 3 much, but people jumping the gun and going "HEY FUCK THESE GUYS BECAUSE [claims here]" is getting old and tiresome, and going off of a rage-induced 'hunch' doesn't resolve anything.

For the ten thousandth goddamn time. You aren't entitled to jack shit other than the ability to play the game after you payed the 60 dollars or however much the game costs. You got what you payed for. If they give out free shit? Good for them! If they ask for you to pay for addons to your game? That's just goddamn fine too.

It's not a simple thing as just dumping all our internal tools and letting people figure things out. I don't think anybody thinks that our tools are beyond the comprehension of everyone, because we obviously use it, and we are all human (last I checked anyways..). But there is a massively steep learning curve because they are just that, dev tools.
I'll give you an example. I wanted to play around a bit with making a map and poke around Frostbite's internals and see what kind of cool map I could make. I used to do maps for older games (AvP2, Starcraft, Bf1942), so I figured "can't be that hard". I never even got to the point of creating a basic empty map before being completely overwhelmed with the amount of options, programs, and data required to begin work before I had to give up and go bother some of the senior mappers and get a crash course on everything I needed to know to set things up. I'm sure I could have figured it out eventually, but the steep entry bar could easily turn away some otherwise fantastic community mappers just because they didn't have the time available to learn things.

Apparently they're aiming to improve the Frostbite tools in the next iteration of the engine (that is, BF4). Whether this means official mod support: probably not. I think it's mainly because a lot of other EA studios are starting to use the engine now so they need to make it easier.

How do you expect content to be included in the base game if they additional content started development AFTER the base game completed development, printed on disc, and distrusted to retailers world wide? Do you know how much money and resources it takes to develope content like this?

Acutally no, the only DLC that existed before the release of Battlefield 3 was Back To Karkand, a very early playable build of it. I was part of the QA team that tested it. Also tested Close Quarters, and Armored Kill.
I was wondering why yesterday I played as Recon and unlocked a sight for a gun only to have it disappear right after

Oh no! Level Designers and artist have concepts and clues to what they are going to develop for their product in the future before the game is out yet!? News flash! That's their fucking job! That doesn't mean the content was anywhere near the development phases. You should really learn the stages of video game development before complaining about things like this. But you're right about Mod tools that should have existed in BF3.
