Thing is, if the final layer is just the one central cube, then shouldn't the second to last layer just be 26 cubes? And with that many people working on it, the last few layers shouldn't take any time to reach.

It's not like it opens up and it gets smaller and smaller. The size of it stays the same, the number of the layer just decreases.
