That would be much harder than it would be worth. Closing down the major ones will just have another one pop up in its place. Not to mention, with all those private trackers out there, I have a feeling doing a "pirate hunt" would just be a waste of time.
Even if people drop ads from a place, I really don't see them "going down." There are things such as donations, you know. It's kind of silly to think of people who also pirate donating to pirate, but still.

It would be hard to find any website that deals exclusively in pirated content, with the exception of online stores that sell physical bootleg items. (Which absolutely should be shut down)
If the police were to be able to shut down any website with even a shred of pirated content on it there really wouldn't be an internet anymore. (Wouldn't be a Facepunch either)

It's almost impossible to shut down torrent sites; when you upload a torrent to most popular sites you agree that you have copyright ownership and you're responsible if it isn't.

It's been a little while since I've purchased or watched a physical DVD. This image highlights the highest point in DVD trends about five/eight years ago, when film piracy really exploded. From what I recall, they're still packing on advertisements, rather than using that space for special features and what have you. But they are getting better about that.
I don't have a BluRay player though, so I don't know if this trend has simply moved to new media or what. v:v:v
I'm just going to outright say that the [b]only[/b] times I've pirated films, are when I cannot find it available for rent on iTunes ($3 to $5, and NO ADS = great!), or if it turns out that the rental I've just purchased is of significantly low quality (it does happen). I delete the downloaded film after I'm done, and if I seriously enjoyed it, I will go out of my way to purchase it on DVD.
Same thing goes for music: If I can't find it easily available to buy, or if it is just outright unavailable for purchase, I'll use other means to grab it. On one occasion, an album that I went to extended lengths to buy ended up being low quality MP3s; I gave up and replaced my purchase. And sometimes I'll want to check out an album before I buy it — If I don't like it, no big deal, download deleted and money saved.
Anyway, point of post: Want to slow piracy? Make your material easier and fairer for the consumer to purchase ([url=http://blog.bandcamp.com/2011/07/19/u-s-patent-application-12973070-inter-net-shopping-%E2%80%9Ccart%E2%80%9D/]less clicks![/url]), and don't overload it with advertisements and DRM.
