I thought GTA IV used the Havok physics engine, and Euphoria was the ragdoll engine.

I thought they had another engine specifically for realistic limb physics and stuff, like how everybody in GTA 4 and RDR trips over everything. Wasn't that called something else?
Also I'm not sure I've ever noticed console issues with multicore rendering on.

It was Euphoria.
Euphoria is an animation engine, not physics :v:
Euphoria isn't an engine, it's a company that programs tailor-made physics for games
Also, technically they used their in-house RAGE engine.

It's actually a Human Physics Engine developed by Naturalmotion with a proprietary license with which you can find the website at [url]http://naturalmotion.com/[/url].
ANYWAY.
I think this is awesome.
NaturalMotion is the company that developed Euphoria.
Prior to Euphoria being produced in games, they made an [U]application[/U] called Endorphin. It's kind of similar, but different. Euphoria is calculated in real-time on its own, while Endorphin is just a fun application with pre-selected movements.
Haven't played Gmod in a while now.

You mean when you play on a DirectX level lower than DirectX 8? No, that cannot be fixed. Just go find a new graphics card that supports DirectX 9 and/or higher and then the problem is solved
But I know another glitch that causes the Tool Tip in the upper-left screen to get cutoff when looking in a large area such as Mobenix, a problem like that can easily be fixed by turning on Anistrophic 4X or higher (you may have to enable Anti-Alias too, though. As Anistrophic may not work without Antialias)

That will [I]not[/I] work, as Source currently only supports up to DirectX 9 Shader Model 3 and 4 (4 is actually on a DirectX 10 card, if you are wondering).
But maybe after Half Life 2: Episode Three, it may happen, or not

Anyways, I'm pretty sure it'll look incredible if you applied a faint outline to all of the TF2 models. I can imagine cartoony faux 2D images if you mess with the shadows a bit.
