I mean look at fucking RTS for FO3/NV(the mod for why FO4 even has settlements) and that is already much better than FO4(except RTS does have a worse UI and clunky controls) and that was created without like 0 framework. Now that settlements are a stock feature were probably gonna see some great shit. Bethesda will probably release a settlement DLC themselves as well, akin to something like Hearthfire.

I hope the settlement builder blows up when mods get into play just like how minecraft did... I remember when it was all about mining and building a castle, now its all about making machines and robots through complicated mechanics and complex buildings that automatically builds a castle for you using robots. GECK cannot arrive fast enough.
