His "art" likely gets really pixelated on anything above 720p because its all he bothered to design it for, the guy who originally made the engine was likely only told it'll need to just support 720p max as its all the 360 can really handle so they never bothered to do resolution handling correctly.
Its lazy programming from a lazy dev who gave the original programmer bad reasons to ignore industry standard motives.

It's less work to do that than to make it handle other resolutions properly.

The art isn't the problem, they could easily scale it up to 1080p and beyond and have it look fine. It wouldn't look any "better" but there'd be no black border. It's sheer laziness.

Honestly this whole thing reminds me of the debate that sparked up a couple of years ago around shadow complex, questioning if you should or should not support a game, even if you think its good, if the money you give it supports a bigoted asshole (orson scott card - shadow complex was based on one of his works of fiction, and he happens to be a huge massive creationist bigot who funds anti-gay and bigoted associations). AKA the question if buying a game that supports a bigot is morally correct, even if you are only buying the game to support the creative work itself rather than the person behind it
