The way I see it, Skyrim is the closest to a post-apocalypse TES game. 200 years after the Empire falls, and everyone in the region is mainly just trying to get by, not to mention the huge amount of xenophobia going around.
Of course, it's still a bit lazy design choice, but that's what I feel about it.

That applies to Oblivion as well. The difference is that Oblivion didn't completely depend on the dungeons for quests. Whereas skyrim does pretty much everything trough them. It actually applies to most games. It'se senseless not to do something similar. Bioware does it in mass effect. It's basically standard practice.
You just need ways to populate the modular bits so that they don't look so similar.

if you aren't a nord, the nordic armies should give you some really hard talk, especially if you're an imperial. But they don't. You're the dragon born and that gives you the nigga pass, and yet no one cares that your the dragon born. It's so terribly written.
Yeah more racism and discrimination would definitely make things more interesting. I think the only NPC that actually takes note of the player's race is Ulfric when you ask to join his army, and even then it's just "oh you're not a Nord but whatever, we'll make an exception"

There are also those Orc strongholds who don't trust non-orcs but it still boils down to fetching an object to get in.
I know that we won't see this again in a AAA Action-RPG, but I wish we could drop the awful voice acting and its financial and technical limitations for just plain old text. That way the writing can just stand on its own. Voice acting just constricts writing in RPGs.

Don't underestimate this game. You talk about draugr and bandits, I've played 60 hours and levelled up 30lvls fighting a range, mostly doing stealthy quests.

Same, I did a ranged stealth character once but it got really boring so I tried to go for an illusion+one handed stealth character which was a lot more fun until it just ended up me being backstabbing a powerful enemy then hiding until he was calm and then kept doing that until he was dead. It wasn't very difficult, except in the early game (level 1-10 or so). And when doing the main story line or just fighting dragons in general it sucked cause I couldn't do much but turn down the difficulty.

And not necesserily dungeons, I just take it out on the main Skyrim land where it snows and some dry places, just pissin about on NPCs especially the cat guys hahah its great fun, especially when you talk to one and their like "I'm tired, just woke up"
Skyrim is tons of fun the first time you play it through, unless you're like me and end up doing all kinds of things because the game doesn't limit your character, so you end up being a half arsed archer, warrior and magician and it doesn't matter in the game because it all ends up not giving a heck about what kinda character you are and so eventually you just end up underpowered and you have to turn down the difficulty to get anywhere and then it just gets boring and you restart and try to focus a character and get overpowered by realizing how broken the stealth mechanics are, or you get frustrated because you get one shot when you're not perpared as a pure mage or you get bored because you can just tank everything because being a healthy warrior is powerful as fuck and you just spam 1H, watching the same animation (despite which type of weapon you're using) over and over again.

Unless I'm having a brain fart, I don't remember anyone in Morrowind calling the player "animal." Outlander, n'wah (foreigner) etc but never animal.

Might be interesting to have a whole main quest that revolves around your sick power and how it's starting to make big problems for you (although this would be better as a broken steel type post end game quest)

I think it's more of a thing of design limitation than financial. There's only so many variables that you can account for before the game's balance breaks down or bugs start showing up or there just becomes too many outcomes for human game designers to account for.
After playing all these new cRPG-comeback games I've begun to doubt the effect of VA on storytelling. Most of these text based games all have the same problems where seemingly freeform questing in the early game breaks down as the game goes on because writing out new dialogue options that present a meaningful choice still takes more time than not writing one, be it VA'd or not.
It seems like it's mostly good for being able to deliver generic or expositionary dialogue like in the case of Morrowind or Pillar's of Eternity. For lower budget games I can see the effect that paying actors might have but Beth's got lodes of fucking cash now and it's quite evident that they're not concerned for any dents that VA makes in the budget.
I think Josh Sawyer even said that the VA budget didn't have any impact on how much dialogue was written for New Vegas. Now I don't know shit about shit, but I'm just going to go out on a limb and say that it's mostly just dependent on how much the writers can come up with (and also not blowing the budget on celebrities).

It's funny how a lot of people complain about Bethesda's games and how they're always worse than the previous ones, yet end up playing them for 400 hours across multiple characters. Either they just love garbage or the games aren't that bad after all
