Say I had a server, and wanted to make a map that was well, look at the map of Cyrodill, Tamriel (Oblivion) compared to that map, how large could I make a server that ran smooth
IE: 20 times larger/smaller ec etc.

Like in the other thread, the maximum map size is limited to .5 mi cubed, so a very small section.
Even if that limit was not in place (before you ask, it involves re-writing a major and core part of the engine which is not necessary to any valve employees, so they keep the VBSP format the way it is), and AFAIK a server does not render graphics, so the size or detail of a map does not affect how smoothly a server runs, just your upload speed…
