Attaching Floating Bones to models !HELP!

As in this picture, how do I parent and attach floating bones?

Uh just like any other bone? I don’t really understand the problem

Not like that. The bones you see in the image are a Fakefactory model’s bones. When moving the bones they respond with moving the mesh. The floating bones are attached but they don’t seem to be physically attached. How are they responsive to the other bones without being attached?
