Bad World Lighting?

Edit: Fixed, It was the Ambient and Ambient HDR on the light_env. I had it set to a really low and dark number.
Lighting is casting very strangely on things in this map. I have messed with the light_env and sun for awhile but can’t seem to fix it. It seems anything that’s not caught in the direction of the sun becomes pitch black or close to pitch black, even though it’s still outdoor.

Remove the targetname from your light_environment, as it turns it into a named light, which has different behaviour from the static ones.
