Blender 2.64 VTA exporting issue

I got a new computer with windows 8 installed, and most things for porting my usual 3D models works, cept for one thing, the vtas don’t export right on my new blender, they have an issue where it puts the basis flex in the vta which makes the flexes in game out of order
For example when I exported axton on my new computer the vta came out like this

How can I fix this? what must I do to my blender settings to make it export the proper way like it used to? I’m using 2.64 the currently latest version.
I’m gonna need to know how to fix the issue in blender because I don’t want to have to recompile any models to workaround the whole basis thing.
