Creating a suppreson effect

I’m trying to recreate the suppression effect seen in the game “Insurgency 2”. However, I’m a little confused as to how to get this to work. I also need to know which gamemode file to put this in(I’m guessing cl_init?.

NOTE: I’m only really focusing on the screams players do when suppressed, not the view getting all blurry and your weapon becoming inaccurate.
