Custom sounds not working ingame

I have a 22050hz .WAV sound, in the correct folders and everything, and I can preview it with an ambient_generic, but ingame I get “S_StartSound: Failed to load sound ‘SOUNDFILEHERE’, file probably missing from disk/repository” in my console (of course there is the actual file path). I have specified and saved cuepoints in the same folder with the same name as the original sound. I don’t know what else could be wrong. Any ideas?

try a different hz?

Many HL2 sounds are 22050hz.

Just out of curiosity, are you mapping for L4D?
If yes, you need to embed the custom sound files in the bsp.
