I saw it while going through entities, what are its functions.
To make it look like there is wind.
Place some keyframe_ropes and play with the values with the env_wind, you will see what I mean.

env_wind can affect ropes, env_smokestack, env_smoketrail, env_firetrail, func_precipitation and possibly a few other particle based things.
You can use a trigger_wind volume to move physics objects around in the map (trash like cans, bottles, etc.)
