Is there a tutorial out there on how to make certain models face posable. Because I wanna make these face posable

First link there is dead (for me at least) and the second is only any use for 3dmax as far as I can tell. I’ve had increadible difficulty finding any documentation other than the valve wiki stuff (which is mostly 3dsmax stuff) and any program that will convert to VTA (of which there is only one I know of but I still can’t get it to work).
