Give NPCs Custom Weapons?

I got a SWEPS pack called 'Insurgency Weapons Expansion Pack" and I’m wondering if you can give them any one of the packs weapons, and yes, i’ve already looked in the “weapon override” dropdown in the context menu, I’m more looking toward doing this via the console rather than scripting stuff.
