Help me understand light maps

I’m trying to understand how light maps work…
Does a light map work by going into Face Edit Sheet and then adjusting the lightmap scale (smaller number reflects less light, thus shows more shadow especially if the shadow is from a towering object “textured block, prop, etc”) and (larger number the more light it reflects off it’s surface, thus no or less shadow)

If I’m right in that case, would a texture block table show off darker shadows of props or other textured blocks that are over top of it if I adjust the lightmap so that the table top has a lower number?
