hey guys my friend is going to be buying GMOD off steam soon and hes thinking about buying the garrysmod + tf2 pack. Now does he need half life 2 to use the half life items in garrysmod? or will just having tf2 allow him to have those items?

You need to install Source SDK to use Half-Life 2 content. Source SDK can be installed free from your Tools tab.
