Is there a way I can put on TF2 hats onto TF2 ragdolls?

Nocollide them, physgun them in place then use the normal weld tool (not easy weld) to attach them to the ragdoll’s head.

And before you ask, there’s no way of magically making them appear on the ragdoll’s heads.
And I thought your first thread was also your last thread?
