light_environment disables when i add anything outside visclusters

a while back i had a lot of trouble getting light_envirnment to work when i added water to my map.
eventually it was fixed BUT-

now i want to build the next part of my map (in the viscluster accross) but here is what pisses me off.

all i want to add is a floor to the map. easy, yes? no. if i add a floor or anything outside theviscluster, light_environment does not work and the map goes fullbright.

-no, the blocks i am placing are not touching the viscluster
-yes, the map is water
