mat_dxlevel and glitchy gui

I used to beable to play gmod with a glitchy gui(its a bit annoying), hardly no crashes.
Now i keep getting this after 5/10/20 seconds

Disconnect: The cvar mat_dxlevel needs to be greater than or equal to 70.000000.

Its current value is mat_dxlevel 8
In options>video>advanced, Hardware DirectX versions is: v0.8

What happens if i change it:

What happens if i add it into config.cfg:

Now, here is the info about the glitchy Gui:

My Source Engine Games(not sure why, but this might be important):

Steam Version: Steam Beta - UI Update

Exstra Notes:

Isn’t it dxlevel 8.0?

I have the same GPU. It’s your addons. Delete everything but wire and PHX. Your processor could also be the problem.
