ok. pretty strait forward. when people join my server, people dont download the custom models i put on the server, they have to manually install it on their game. is there a way for them to just download it instead of them having to manually do it?

Anyway, check in your multiplayer tab that it says DOWNLOAD ALL CONTENT

Easy, just try this:
Simple find autorun/server/simpledownload.lua and add stuff like this:
AddDir("models/mycustommodels")
AddFile("sounds/terror.wav")
