Is it possible to make an exception in physics for the max velocity of a certain entity?

Like, for example, I wanted a projectile entity to have a high speed limit but the rest would be normal?

Exception? You just change the max velocity setting and then you give that entity increased velocity, everything will still have the same velocity unless their velocity is also set past your current velocity settings.
