Possible idea of an announcer

I’m developing a deathmatch game and I would like to know if someone can show me a way to make an announcer like the ones in counter-strike. My guess is that when the player kills a player, it begins a timer and if another person dies within that time, it plays “Double kill” and then “triple kill” and you know the rest. The question is, how would i write that? I don’t want someone to competely script it for me, but can someone tell what functions i would use so i can figure it out? Thank you for your help.
