I don’t know how to explain it, but it’s really widespread phenomenon. All I can say, it’s usually can be seen in flats of provincials or not so rich people.

It is a real thing and in pretty much every flat in Latvia I’ve been had those hung up on walls.

I think it’s a bit cozier than an ugly/bare plaster wall.

Hanging up a carpet is cheaper and easier than putting up wallpaper.

The wall carpets still haunt me to this very day.
