Weapon delay VS Actual real delay in-game

I was wondering if there was a way to tell exactly at what point is a weapon actually going to be firing faster or not, for a given change in its Delay variable.

For example, say I put a delay of 0.08, then I try a delay of 0.075, both are going to be firing at the same exact speed regardless, but then 0.074 is going to be a lot faster.

Is there a way to tell at what point exactly does the difference really- well… make a difference? I’d guess it probably has to due with the FPS of your own game, but…

It might just be rounding, .075 rounds to .08, so I’d imagine that may be what’s happening.
