What's a good way to make a effect started in a SWEP viewable for every player on a server?

I am rendering a beam and an effect inside of a SWEP, but naturally, in the SWEP I’m only rendering the effect for the player who has the weapon, but it needs to be rendered for everyone. How would I go about doing that? I suppose I could render the effect for every player on the server in the SWEP, but I’m assuming that would wreak havoc on the performance, and maybe isn’t that good of an idea for other reasons.

With last two parameters set to true.

that is the code i am using (without effect parameters) and other peopel still cannot see it

It needs to be run on the server, not the client.
