would you do displacements>water>brushes or does the order really matter?

Also ive seen that the whole map in a cube thing is bad but whenever i dont the skybox is just the void. do i just do nodraw brushes around everything?

Preference, I suppose. Personally I would make the terrain first and then put the water down, as it would be easier to set the water level.

Also, remember that displacements don’t seal the map. You would need to have a brush underneath to seal it off from leaks.
